Why does Cultural Awareness and Expression remain so marginal in education systems despite being recognised by the EU as a key competence for lifelong learning?

The PULSE-ART policy brief explores the structural, financial, pedagogical and socio-cultural barriers that limit the role of arts and culture in education across Europe and beyond. Drawing on research conducted in seven countries and co-creation processes with educators, cultural practitioners and policy actors, the brief calls for stronger connections between culture, education and democratic participation.

From fragmented institutions to inequalities in access and recognition, the publication argues that culture is not an “extra” in education, but a fundamental condition for building more inclusive, resilient and socially connected societies.
